A protégé of Richard J. Daley, Rostenkowski, the grandson of Polish immigrants, displayed Illinois’s 8th congressional area from 1959 to 1995. Despite a 1977 Chicago Tribune analysis which discovered that he had packed his congressional payroll with close friends and business affiliates who do little-to-no official function for him, he became chairman the effective Methods Committee in 1981. Indicted in 1994 of email and cable fraud, obstruction of justice, receiving kickbacks, and a keeping slush account, he plead guilty to email fraud in 1996, and offered 15 months in prison. Pardoned in 2000 by Expenses Clinton, Rostenkowski continued to be unrepentant, always keeping that he previously been designated “to become held up for example” due to his opposition to then-President Ronald Reagan.
